Healthcare tech CEO outlines company's business model at Chamber's Technology Council meeting

The U.S. healthcare system is fraught with high costs, fragmented coverage and a lack of price transparency.

Jim Milliway is helping change that.

Through his Tulsa-based company ZERO, the CEO works with self-funded employers and innovative healthcare providers to match plan members with the highest quality, most affordable providers.

“We exist for two primary reasons, one to remove all the financial and administrative friction that prevents people from getting care,” Milliway told attendees at the Tulsa Regional Chamber’s Technology Council meeting on Dec. 3 at Welltown Brewing. “Our customers get access to care that they need and they never pay deductibles. They never pay co-pays and they never pay co-insurance.”

ZERO makes money by charging a transaction fee each time it processes a payment to a provider.

“We also want to make sure employer customers aren’t overpaying for healthcare and accidentally subsidizing severely under-performing legacy healthcare system,” he said. “In today’s world, people skip doctor visits because they can’t afford the co-pay. They skip medications because they can’t afford their deductibles. They skip surgeries. They skip treatment plans.  What happens is conditions get severely worse. Costs rise and it’s just this endless cycle.”

Milliway was among two speakers who participated in the “storytelling” portion of the Tech Council meeting. The other was Gitwit partner Mike Noshay, who talked about his company is championing the artificial intelligence platform hiroic.ai.

Since the inception of ZERO about 10 years ago, it has saved employers more than $100 million, Milliway said.

In 2025 alone, ZERO has driven $13.8 million in savings for employers and allowed more than 10,600 patients get healthcare at no cost, he said.

“How do we help people who are buying healthcare?” Milliway said. “We buy it more efficiently.

The Tech Council provides quarterly networking opportunities in which Chamber members in the tech industry can discuss key issues impacting their business and the sector.
